The International Day Against Homophobia, Transphobia, and Biphobia (IDAHOBIT) is observed annually on May 17. This\u00a0day serves to coordinate global efforts to raise awareness about the ongoing violations of LGBTQIA+ rights and to promote actions aimed at their protection. The\u00a0date commemorates\u00a0the removal of homosexuality from the International Classification of Diseases by the World Health\u00a0Organization on May 17, 1990.<\/strong> And\u00a0since 2004, IDAHOBIT has been a crucial platform for highlighting the discrimination and violence faced by LGBTQIA+ individuals globally.<\/p>\n\n\n\n

This\u00a0year\u2019s\u00a0theme,\u00a0\u201cNo one left behind: equality, freedom, and justice for all\u201d<\/strong><\/a>,\u00a0calls for unity and solidarity, especially in the face of rising anti-democratic and anti-rights movements. Many\u00a0LGBTQIA+ individuals continue to endure violence, stigma, and discrimination worldwide. Sixty-two\u00a0UN member states criminalize consensual same-sex relations, either through laws or practices. At\u00a0least\u00a059 countries impose\u00a0restrictions on freedom of expression related to sexual and gender diversity issues<\/strong><\/a>,\u00a0with an alarming increase in such provisions over the past two years. While\u00a0hate crime laws based on sexual orientation exist in 59 UN member states, only 38 protect against hate crimes\u00a0based on gender identity,\u00a09\u00a0on gender expression, and\u00a05\u00a0on sex characteristics.<\/p>\n\n\n\n

In Eastern Europe and Central Asia, LGBTQIA+ rights remain precarious.\u00a0In 2023 alone, national REActors documented 1109 appeals from representatives of the LGBTQIA+ community in the region.<\/strong><\/a>\u00a0The\u00a0most common violations of the rights are discrimination, insults, harassment, threats, and, alas, often even assaults. In\u00a02024\u00a0already\u00a0in Armenia, the case was registered<\/strong><\/a>\u00a0when the client met a man on Telegram from an LGBTIQ dating group and agreed to meet him, but the man drove off with the\u00a0client’s\u00a0belongings. The\u00a0next day, he reported the incident to the police but faced harassment about his\u00a0positive\u00a0HIV status and military\u00a0service,\u00a0authorities’ representatives pressured\u00a0him\u00a0to reveal his\u00a0meeting’s\u00a0true nature.\u00a0Only\u00a0with the\u00a0REActor\u2019s\u00a0support,\u00a0the client\u00a0was eventually released, and\u00a0a preliminary investigation was initiated\u00a0based on his complaint.<\/p>\n\n\n\n

Many countries maintain laws that criminalize same-sex relations, and societal attitudes are often\u00a0deeply\u00a0conservative,\u00a0leading to widespread discrimination and violence against LGBTQIA+ individuals.\u00a0In\u00a0some nations, LGBTQIA+ activism\u00a0is met\u00a0with significant resistance, and legal protections are minimal or nonexistent. Governments\u00a0in this region have been slow to adopt\u00a0reforms,\u00a0and\u00a0in\u00a0some cases, have actively curtailed LGBTQIA+ rights. For\u00a0instance,\u00a0russia’s\u00a0“gay propaganda”\u00a0law, enacted in 2013, prohibits the distribution of information about LGBTQIA+ issues to minors, effectively silencing advocacy and increasing stigma. And\u00a0in\u00a02023\u00a0russia\u2019s\u00a0government unanimously supported\u00a0new legislation to further restrict freedom of expression regarding sexual orientation and gender identity<\/strong><\/a>.\u00a0<\/strong>It\u00a0prohibits sharing positive and even neutral information about LGBTQIA+ people with hefty fines for noncompliance.\u00a0In 2023,\u00a0the President of Kyrgyzstan signed a law<\/strong><\/a>\u00a0prohibiting the dissemination in the country of information that may be harmful to children. The document states that such information is defined as that which \u201cdenies family and traditional social values, promotes non-traditional sexual relations and forms disrespect for parents or other family members.\u00a0A worrying situation has emerged in Georgia<\/strong><\/a>: the ruling party has proposed changes to the constitution that would restrict\u00a0LGBTQIA+\u00a0rights. These measures could jeopardize the country’s accession to the EU. If the constitutional amendments are adopted, any\u00a0LGBTQIA+\u00a0related gatherings will become illegal. The legislative initiative would also ban same-sex marriage, sex reassignment and adoption of children by same-sex couples.<\/p>\n\n\n\n

Nevertheless, there have been positive strides. According\u00a0to the Rating Sociological Group, in Ukraine, as of 2023,\u00a0the level of tolerance in society during the war has increased<\/strong><\/a>: positive and neutral attitudes toward the LGBTQIA+ community have\u00a0increased\u00a0from 53% to 64%.\u00a0A\u00a0petition\u00a0in support of\u00a0registered partnerships for same-sex and\u00a0different-sex couples in support of draft law No.\u00a09103\u00a0\u201cOn the Institute of Registered Partnerships\u201d<\/strong><\/a>\u00a0as of April 26, 2023, has collected the required 25 thousand votes. Now\u00a0it\u00a0is up to President Zelenskyy to consider it.<\/p>\n\n\n\n

Worldwide,\u00a016\u00a0UN member states have implemented national bans on so-called\u00a0\u00abconversion therapies\u00bb<\/strong><\/a>,\u00a0and 9 have nationwide restrictions on unnecessary interventions for intersex youth. Seventeen\u00a0UN member states recognize legal gender changes based on self-determination, and 35 have legalized marriage equality.<\/p>\n\n\n\n

In light of these challenges, this\u00a0year\u2019s\u00a0IDAHOBIT theme underscores the importance of solidarity in the fight for LGBTQIA+ rights. The\u00a0push for equality, freedom, and justice is fundamental to building a democratic society where everyone is valued, respected, and is not left behind.<\/p>\n\n\n\n
